FCC’s Media Bureau resumes station applications under old ownership rules

The FCC has resumed processing broadcast station applications under the media ownership rules established prior to the controversial rules approved on June 2.

On September 3, a federal appeals court issued a stay of the new rules and ordered “that the prior ownership rules remain in effect pending resolution of these proceedings.” After that court ruling, the FCC ordered a freeze on the filing of commercial broadcast station applications and amendments.

Now the FCC has revised processing guidelines for broadcast station applications filed on Forms 301, 314, and 315. The prior versions of these forms will be used until the dispute over the new rules is resolved. The Media Bureau said it would begin accepting new applications on these forms following publication in the Federal Register of the public notice.
