Linda Blair has returned to her position as deputy chief of the Enforcement Bureau in the wake of David Solomon's impending retirement. Blair was deputy chief of the Enforcement Bureau from late 2001 to late 2004, overseeing the work of the field offices, as well as broadcast and spectrum-related work.

Blair most recently had been acting chief of the commission's Office of Strategic Planning and Policy Analysis. Robert Pepper takes over that role. Pepper is the commission's chief of Policy Development.

Solomon is leaving the FCC after 18 years. He intends to depart in May.
