FCC Seeks Comments on Bird Collisions

The FCC has adopted a Notice of Proposed Rulemaking seeking comment on whether it should take measures to reduce the number of migratory bird collisions with communications towers.

The NPRM builds on a similar Notice of Inquiry issued in August 2003, which asked for "various legal, substantive, and procedural issues related to adopting measures to diminish migratory bird collisions with communications towers," according to the FCC. The Notice issued at the commission's regular monthly meeting Nov. 3 seeks comment on the agency's legal authority to regulate bird collisions. It also asks if there is scientific evidence that such collisions have a significant impact on migratory birds and if lights, height, location or guy wires make a difference.
