FCC Open Meeting on December 17

The first item on the Dec. 17 Open Commission Meeting subject list states the Commission will "consider a Notice of Proposed Rulemaking and Order concerning the use of cognitive radio technologies to facilitate opportunities for more flexible, efficient and reliable spectrum use." This is not part of the "interference temperature" proceeding reported on recently, although cognitive radio technologies will be important in implementing the interference temperature methodology. The FCC Office of Engineering and Technology has a Web page on Cognitive Radio Technologies, including presentations from the June workshop on Cognitive Radio.
The other two items on the list involve wire line competition and use of the 5.9 GHz band for Dedicated Short Range Communications of Intelligent Transportation Services.
