  • • The FCC accepted an application from Sirius XM Radio that requests special temporary authority (STA) to operate two existing terrestrial repeaters in Puerto Rico for a period of 180 days with antenna heights different from those previously authorized. Sirius XM Radio proposes to operate each repeater with an average EIRP of up to 2,000 W for use in the 2320-2332.5 MHz band allocated for the Satellite Digital Audio Radio Service (SDARS). Sirius XM Radio also requested STA for 180 days to continue to operate two terrestrial SDARS repeaters at EIRP up to 800 watts average at the Delphi plant in Kokomo, Ind. using both Sirius and XM Radio frequency bands from 2320 to 2345 MHz.

  • • The FCC's International Bureau Satellite Division granted a request from Intelsat North America LLC for STA to continue operating Intelsat 706 at 54.85 degrees east longitude through Dec. 5, 2009. The Satellite Division also approved, with conditions, a request from Sirius XM Radio's to operate a terrestrial repeater in San Juan, Puerto Rico at a height six feet greater than previously authorized. The FCC approved a maximum EIRP of up to 1,000 W average and an operation period of 60 days. Note that this is a different application than the request mentioned in the previous paragraph, which was still pending.
Doug Lung

Doug Lung is one of America's foremost authorities on broadcast RF technology. As vice president of Broadcast Technology for NBCUniversal Local, H. Douglas Lung leads NBC and Telemundo-owned stations’ RF and transmission affairs, including microwave, radars, satellite uplinks, and FCC technical filings. Beginning his career in 1976 at KSCI in Los Angeles, Lung has nearly 50 years of experience in broadcast television engineering. Beginning in 1985, he led the engineering department for what was to become the Telemundo network and station group, assisting in the design, construction and installation of the company’s broadcast and cable facilities. Other projects include work on the launch of Hawaii’s first UHF TV station, the rollout and testing of the ATSC mobile-handheld standard, and software development related to the incentive auction TV spectrum repack.
A longtime columnist for TV Technology, Doug is also a regular contributor to IEEE Broadcast Technology. He is the recipient of the 2023 NAB Television Engineering Award. He also received a Tech Leadership Award from TV Tech publisher Future plc in 2021 and is a member of the IEEE Broadcast Technology Society and the Society of Broadcast Engineers.
