FCC seeks comments on proposal to modify children’s DTV rules

The FCC is seeking comment on a joint proposal filed by several broadcasters, programmers and children’s television advocates regarding adopted requirements for stations to provide educational children’s programming.

In a Second Further Notice of Proposed Rulemaking adopted on March 17 in the Children’s Television Obligations of Digital Television Broadcasting proceeding, the commission is asking for comment on whether, and to what extent, it should adopt the joint proposal’s recommendations for modification of the rules set forth in the Report and Order and Further Notice of Proposed Rulemaking adopted on Sept. 9, 2004, or any alternative modifications.

The joint proposal recommends modifications or clarifications for:

  • the Web site rule
  • the host-selling rule
  • the promotions rule
  • the preemption rule
  • the multicasting rule.

The joint industry and advocate recommendations, which were filed with the commission Feb. 9, are available at http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-06-33A2.pdf.
