                                <p>With the Federal Communications Commission rules for an <a href="https://www.tvtechnology.com/news/fcc-votes-to-clear-at-least-100mhz-of-upper-c-band-spectrum">auction of at least the congressionally mandated 100 MHz of C-band spectrum</a> expected as soon as July, many broadcasters had a laser-beam focus on how best to proceed with signal contribution and distribution alternatives during <a href="https://www.tvtechnology.com/tag/nab-show">the 2026 NAB Show</a>.</p><p>A breakfast event organized by The Hive Group, a public relations and creative agency headquartered in McLean, Va., on behalf of LTN, shed a great deal of light on the issues and alternatives from both the broadcaster and vendor points of view. For the purposes of this column, I’ll focus on the former.</p><p>Brad Cheney, vice president of field operations and engineering at Fox Sports, moderated a panel discussion about the challenges of living with less C-band spectrum. Panelists included David Johnson, senior vice president of technology at The Walt Disney Co., Alastair Hamilton, senior vice president of distribution, engineering and architecture at Fox, and Ken Fuller, vice president of distribution and technology operations at Paramount/CBS. </p><p>While video of the event posted to YouTube is available, panelists made several points worth calling attention to here.</p><p>There are multiple ingredients to success, including quality, reliability and availability, that must match what broadcasters have today in C-band. What each broadcaster ultimately chooses to do will include a mix of technologies. “There is not one silver bullet solution that gives us what we have today,” Fuller said. Finding what’s right will require “a testing curve” and a “learning curve.”</p><p>Matching C-band reliability is a big job. As things stand today, broadcasters have 99.999% C-band reliability. Disney has a lot of experience using non-satellite fiber IP and the public internet. That provides it with a good basis for comparison with C-band. “The primary challenge there is, it’s not five 9s,” said Johnson. “When you think about five 9s compared to four 9s, that’s four minutes difference in a 30-day period.” That translates into a “significant difference in quality and reliability that we need to solve for.” </p><p>Packet recovery via the internet is concerning. Some alternatives to C-band involve multiple transport paths, such as Ku-band with internet backup for dropped packets. After looking at nearly 200 major markets, Fox found ISP internet outages to be “quite alarming,” said Hamilton. “Some major markets were down for hours and hours.”</p><p>Distribution to small MVPDs will be a challenge. Taken together, Disney, Fox, Paramount/CBS, Warner Bros. and other major broadcasters deliver more than 10 Gbps of content to MVPD partners. That’s not a problem for the largest players with fiber connectivity. But the 10% of MVPDs that are smaller operators is “the bit that worries me,” said Hamilton. “I think we are going to have to get creative to service those.”</p><p>Opex reimbursement will be key. Unlike the last C-band auction, maintaining service won’t simply be a matter of replacing capital equipment. Recurring operational expenses for alternatives to C-band will be a major factor. “The blanket statement…is you [government reimbursement funds] will have to pay for our Opex for 10 years,” Fuller said. “Now, what does that mean?                                 <p><strong>WASHINGTON</strong>—The Federal Communications Commission has launched a proceeding to explore further opportunities to open up additional portions of the Upper C-band for more intensive use. </p><p>In a Notice of Inquiry adopted at the agency’s open meeting on Feb. 27, the FCC is seeking comment on the possibility of opening up addition portions of the mid-band spectrum range known as the Upper C-band (3.98-4.2 GHz) to help meet projected spectrum demand, spur economic growth, and advance American security interests, the agency reported. </p><p>The FCC said that the Notice of Inquiry “seeks stakeholder input on options for more intensive use of the Upper C-band that could incentivize rapid and efficient deployment of new communications services, spur investment, and address the needs of various stakeholders with interests in the band.”</p><p>In 2020, <a href="https://www.tvtechnology.com/news/fcc-eyes-c-band-public-auction-for-december-2020" target="_blank">the Commission successfully auctioned the lower portion of the C-band</a> (3.7-3.98 GHz) for flexible wireless use, which helped bringing enhanced 5G to communities. </p><p>At the meeting chairman Carr, commissioners Starks, Simington, and Gomez approved the <a href="https://docs.fcc.gov/public/attachments/DOC-409407A1.pdf"><u>Notice of Inquiry (FCC 25-13).</u></a> </p><p>More specifically the FCC said that the Notice of Inquiry would explore: </p><ul><li>Explore whether, and if so how, we could free up additional mid-band spectrum for new services in the Upper C-band.</li><li>Seek comment on whether authorization and transition mechanisms similar to the recent 3.7 GHz Service transition could be used to make additional spectrum available in the Upper C-band, given the success of the 3.7 GHz Service transition and the rapid deployment of 5G services in that portion of the band.</li><li>Seek general comment on the parameters of any new opportunities for robust connectivity in the Upper C-band.</li><li>Seek comment on whether, and if so how, we should amend the U.S. Table if the Commission decides to repurpose the Upper C-band.</li><li>Seek to better understand the current and future needs of existing operators and users in the band.</li><li>Seek to better understand how introducing new services in the Upper C-band may impact radio altimeters used by the aviation sector in the 4.2–4.4 GHz band.</li><li>Ask commenters to provide detailed proposals on the mechanics and structure of a transition to more intensive use of the Upper C-band that could incentivize rapid and efficient deployment, spur investment, and address the needs of incumbent operators and their customers.</li><li>Invite general comment on the costs and benefits associated with authorizing new services in the Upper C-band, and ask that commenters provide detailed technical and economic data to support their suggestions.</li></ul>

This disagreement came to a head in January 2022, when the Federal Aviation Administration (FAA) warned that, without changes to the rollout, planes would be grounded around the country. To avoid this outcome, wireless tech companies <a href="https://www.tvtechnology.com/news/atandt-verizon-compromise-with-airlines-on-this-weeks-5g-rollout">voluntarily agreed</a> to postpone their deployment and worked with the aviation stakeholders on a modified rollout.</p><p>"The FCC and FAA were not well coordinated on the timing and sufficiency of information regarding the technical specifications of radio altimeter and protection requirements," the report said. "In addition, despite the complex, fast-moving, and safety-critical nature of wireless technology, government as a whole does not regularly update its standards for spectrum-using devices. The degradation of stable leadership and lack of working interagency relationships at many levels of government during this period served as another obstruction to amicable dispute resolution."</p><p>“While the immediate crisis was averted, it exposed critical and interrelated gaps and failures in the process and policies used for efficiently allocating spectrum,” said Robert Puentes, president and CEO of Eno, who co-authored the report.</p><p>To address these shortcomings, ITIF and Eno created a joint advisory group consisting of aviation and wireless spectrum experts, as well as those deeply familiar with federal spectrum allocation procedures. This group informed the research, evaluation, and development of specific, actionable recommendations to improve the process and avoid conflicts in the future. The report presents four recommendations:</p><ul><li>Agencies and standards-setting organizations should look to improve spectrum-using devices’ resiliency to interference.</li><li>The federal government should invest in personnel that can properly operate and lead complex spectrum allocation processes.</li><li>Final decisions on spectrum allocation need to be established based on clear testing, data, and definitions.</li><li>The federal government should clarify and enforce jurisdictions and areas of expertise within the spectrum allocation process.</li></ul><p>“The recent spectrum allocation conflict between aviation and telecommunications was not just a significant problem for both industries but for the nation itself—and it could have been prevented,” said Eno policy analyst Garett Shrode, who co-authored the report.”</p><p>“The federal government should not wait until the next conflict to act,” said ITIF research assistant Jessica Dine. “Targeted reforms to improve the quality of personal relationships and expertise of players in the process, and to enhance the technological capabilities of devices, will go a long way toward averting problems in the future.”</p>

                                <p><strong>WASHINGTON—</strong>With a public C-band auction on the horizon, the National Association of Broadcasters and a number of companies that represent large purchases of C-band capacity are fully behind FCC Chairman Ajit Pai’s commitment that any plan for the auction will “protect the services that are currently delivered using the C-band so they can continue to be delivered to the American people.”</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="kat99up6PAj7PFQ7JLEJgD" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" mos="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>That quote came from a letter sent by the NAB and the companies—which include Disney, CBS, NBCUniversal, Viacom, A&E, Univision, Fox and Discovery—to FCC Secretary Marlene Dortch in response to an ex parte submission about the C-band.</p><p>Pai announced earlier this week that plans are underway to launch a <a href="https://www.tvtechnology.com/news/pai-announces-public-auction-for-c-band-spectrum">public auction for 300 MHz of the C-band spectrum</a> for the development of 5G. That would leave 200 MHz for current C-band spectrum users to continue their operations, which has been used primarily by satellite operators for the delivery of video and audio content.</p><p>“The Chairman’s recognition of the importance of maintaining a robust and reliable content distribution system in the upper 200 MHz of C-band spectrum, free of harmful interference and without proposals to introduce new terrestrial transmissions, whether on a fixed, mobile or flexible use basis, is a critical step in this proceeding,” the letter reads.</p><p>NAB and its co-signers also stressed the importance of working with the FCC to make the transition as effective as possible for satellite operators and their customers as they shift to less spectrum.</p><p>Other areas regarding the transition brought up in the letter touch on reimbursement costs; interference prevention, detection, mitigation and enforcement; maintenance of the service during the transition; and honoring of the commitments that the C-band satellite companies have made.                                 <p><strong>WASHINGTON—</strong>The FCC is preparing to launch a public spectrum auction for C-band spectrum with the goal of developing 5G wireless connectivity in the mid-band spectrum, according to an announcement today from FCC Chairman Ajit Pai.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="khmJtH8sWprVUeX7p9eS6d" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/khmJtH8sWprVUeX7p9eS6d.jpg" mos="https://cdn.mos.cms.futurecdn.net/khmJtH8sWprVUeX7p9eS6d.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>Pai made his plans clear in a letter to Sen. Roger Wicker (R-Miss.), chairman of the Senate Committee on Commerce, Science and Transportation, on Monday, Nov. 18.</p><p>Pai had previously announced that he would determine how the FCC would go about making the C-band spectrum, which resides in the 3.7-4.2 GHz band, by this fall. He also outlined four principles that he believed needed to be achieved through the FCC’s rulemaking on the matter: 1) that a significant amount of C-band spectrum be made available for 5G; 2) the spectrum must be made available quickly; 3) revenue must be generated for the federal government; and 4) the services currently using C-band must be protected so as to still serve the Americans who rely on them.</p><p>“After much deliberation and a thorough review of the extensive record, I have concluded that the best way to advance these principles is through an auction of 280 megahertz of the C-band conducted by the Federal Communications Commission’s excellent staff,” Pai wrote. “With a quarter-century track record of transparent and successful auctions, I am confident that they will conduct a public auction that will afford all parties a fair opportunity to compete for this 5G spectrum, while preserving the availability of the upper 200 megahertz of this band for the continued delivery of programming.”</p><p>The C-Band Alliance had its own proposal of <a href="https://www.tvtechnology.com/news/c-band-alliance-unveils-plan-to-clear-300-mhz-of-spectrum">leading a private-run auction</a>, but <a href="https://www.tvtechnology.com/news/congress-favors-public-auction-for-c-band-spectrum">Congress and many others supported a public auction run by the FCC</a>.</p><p>Satellite operator Eutelsat said it welcomed the decision, calling it an “important first step in expediting rapidly and equitably the clearance of C-band frequencies for mobile 5G services.”</p><p>The Wireless Internet Service Providers Association issued their own statement: “The chairman’s statement is good news for the fixed wireless industry, and WISPA believes it leaves open the possibility that with a few technical rule amendments/changes, the FCC could permit P2MP by an automated frequency coordinator to protect delivery of programming and quickly bridge digital divides in rural areas.”</p><p>No details on the public auction have been made available as of yet.</p>

                                <p><strong>WASHINGTON—</strong>Perhaps not surprising following the announcement of a <a href="https://www.tvtechnology.com/news/congress-proposes-bipartisan-bill-requiring-c-band-auction">bipartisan bill</a> last week that would mandate a public auction led by the FCC of the C-band spectrum to make way for 5G services, but the key takeaway from the C-band hearing in Congress on Tuesday, Oct. 29, was the support for that plan of action.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="Hniz9D744tgQtszRbdmyib" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/Hniz9D744tgQtszRbdmyib.jpg" mos="https://cdn.mos.cms.futurecdn.net/Hniz9D744tgQtszRbdmyib.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>The hearing, hosted by the House Communications Subcommittee, took a close look at the Clearing Broad Airwaves for New Deployment (C-BAND) Act introduced by Rep. Mike Doyle (D-Pa.) and others. It also examined the proposal from the C-Band Alliance that was released on <a href="https://www.tvtechnology.com/news/c-band-alliance-unveils-plan-to-clear-300-mhz-of-spectrum">Monday</a>, which would see spectrum cleared through a private auction.</p><p>Doyle, who presided over the hearing, called CBA’s proposal “deeply disturbing,” explaining that in a private auction the funds from selling the spectrum would go to CBA’s member companies rather than the U.S. Treasury, which is preferred by most legislators to help pay for broadband deployment and next-gen 911. He also called the C-band spectrum a “precious national resource.”</p><p>Other witnesses at the hearing supported Doyle and the preference for a public auction. Rep. Frank Pallone (D-N.J.) said that he did not believe that a CBA-led auction would deploy 5G any faster, and that an FCC-led auction would be fairer and more transparent. Rep. Bill Johnson (R-Ohio), who also helped write the C-BAND Act, reaffirmed his support of a public auction.</p><p>Witnesses from outside of Congress also voiced their support for a public auction, including representatives from ACA Connects, Citizens Against Government Waste and Public Knowledge.</p><p>James Frownfelter, chairman of ABS, was one of the only witnesses to support a CBA-led auction, saying the FCC reclaiming and auctioning satellite spectrum in a public auction would be like satellite operators having their spectrum “largely confiscated without compensation.” He also said that about 25% of any proceeds from a CBA-led auction would be directed to the Treasury.</p><p>A witness for Cisco did not definitively take a side, but did point out that government-led spectrum transitions have been slow and difficult in the past, and that a private-led auction would be a carrot rather than a stick for band operators.</p><p>Claude Aiken, president of WISPA, which represents fixed wireless service providers, used his testimony to remind people that there were additional options beyond an auction, specifically a proposal by the Broadband Access Coalition that uses an auction and sharing spectrum to open up C-band.</p><p>The FCC is tasked with determining its plan for the C-band spectrum by the end of this year.</p><p>For a full roundup of Tuesday’s testimony, read <em>Multichannel News’</em><a href="https://www.multichannel.com/news/hill-leans-toward-public-auction-of-c-band">story</a>.</p>

                                <p><strong>WASHINGTON—</strong>The C-Band Alliance has shared its idea for paving the way for 5G, providing the FCC with a plan that would free 300 MHz of C-band spectrum. However, the proposal is being criticized by ACA Connects as potentially burdensome and insufficient.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="6iGTvd9JezqNfQcNo2ZB3h" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/6iGTvd9JezqNfQcNo2ZB3h.jpg" mos="https://cdn.mos.cms.futurecdn.net/6iGTvd9JezqNfQcNo2ZB3h.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>C-band spectrum is used by broadcast and satellite operators to help deliver network programming. That spectrum is being proposed as a way to assist with 5G wireless deployment, and the FCC is currently determining the most effective plan to do so.</p><p>This most recent proposal from the CBA, which was issued on the eve of a C-band hearing by Congress, commits to clearing 300 MHz of spectrum, including a 20 MHz guard band that would protect existing satellite services from 5G interference. In previous plans, CBA had proposed clearing 200 MHz for 5G. There is 500 MHz in total available as part of the C-band spectrum.</p><p>Also as part of the plan, CBA said that it would make 100 MHz available in the top 46 metropolitan areas within 18 months of the official FCC order and 280 MHz available all across the country within 36 months. The spectrum would be made available through a CBA-led private auction.</p><p>“The CBA remains committed to ensuring that existing customers continue to enjoy the quality of service they experience now, with no interference from 5G services deployed in the future,” reads the CBA’s press release detailing the proposal. “The CBA member companies will maintain continuity of all current C-band customer services and maintain the value of the continental U.S. C-band video distribution neighborhoods.”</p><p>ACA Connects, a trade organization representing smaller and medium-size providers of broadband, quickly came out against the CBA’s proposal.</p><p>“At the eleventh hour and fifty-ninth minute, CBS has finally come forward with the rough outlines of a proposal to clear 300 MHz of the C-band,” said ACA Connects President and CEO Matthew M. Polka. “It’s three-page submission affirms that CBA would rely on the use of video compression to cram all satellite operations into a mere 200 MHz.</p><p>“This would saddle rural operators and their customers with higher prices to use a less reliable C-band that is more prone to interference and is unable to meet future demand for high-definition video.”</p><p>ACA Connects’ own plan does consist of freeing up 300 MHz, but to do so by transitioning satellite delivery to fiber and repurposing the spectrum through an FCC-led auction. An auction would put money back into the U.S. Treasury to help fund things like rural broadband deployment.</p><p>“At any rate, the skeletal outline that CBA has provided is far from a sufficient basis for FCC action to reallocate a multibillion dollar spectrum asset,” Polka added. “Nor does the filing remedy core defects of the CBS plan, including the proposed reliance on an untested, legally unsound private sale of licensed spectrum.”</p><p>Polka also said that the proposal is too late to be incorporated into the FCC’s rules by the end of year.</p>

There would be a deadline of September 2022 to complete the auction.</p><p>FCC commissioner Michael O’Rielly, meanwhile, says that while an auction is a possibility, the “primary objective should be to ensure that the spectrum gets into the hands of those who can put it to use as quickly as possible in order to compete not just domestically but internationally as well.”</p><p>The House will have a hearing on C-band on Tuesday, Oct. 29.</p>

                                <p><strong>WASHINGTON—</strong>Any fears that C-band spectrum might not be able to accommodate future satellite delivery of 4K programming are “misplaced” according to Verizon, with new technology updates and an overall decline in the demand of C-band traffic helping to absorb such hi-res programming.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="SRLKbmBnePpqSuVFXFcVwB" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/SRLKbmBnePpqSuVFXFcVwB.jpg" mos="https://cdn.mos.cms.futurecdn.net/SRLKbmBnePpqSuVFXFcVwB.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>This was one of the key takeaways of an ex parte letter from Verizon to the FCC in regards to making the 3.7 to 4.2 GHz spectrum band typically used for C-band available for 5G. Verizon joins other companies and organizations this week that have made their opinions known with such filings, like <a href="https://www.tvtechnology.com/news/eutelsat-wants-to-limit-c-band-spectrum-funds-to-u-s-treasury">Eutelsat</a>.</p><p>Verizon argues that while the market uptake of 4K and UHD TV sets is significant, programming for this higher resolution still lags behind, causing no immediate need for dramatic change. As of last year, reports showed there were only 51 active UHD services available to customers, with most 4K/UHD content delivered by online streaming. “The evidence to date does not suggest this is likely to change dramatically any time soon,” Verizon said.</p><p>Rather, Verizon suggests that the FCC look toward investing in up-to-date compression technology or help delivering hi-re content, like the HEVC format. It also says the deployment of fiber will help as it is better suited for the delivery of 4K programming than C-band satellites.                                 <p><strong>WASHINGTON—</strong>Whenever, and however, funds are raised from the selling of C-band spectrum for the development of 5G, the money should first and foremost be used to compensate impacted satellite, broadcast and cable operators impacted, says Eutelsat; also, any revenue from the sales that might go to the U.S. Treasury should be no more than 50% of what remains after all compensation is met.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="6iGTvd9JezqNfQcNo2ZB3h" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/6iGTvd9JezqNfQcNo2ZB3h.jpg" mos="https://cdn.mos.cms.futurecdn.net/6iGTvd9JezqNfQcNo2ZB3h.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>Those comments were revealed in an ex parte letter from Eutelsat to the FCC following a meeting between the two sides on Oct. 16.</p><p>In the document, Eutelsat gave its support for a market-based approach to reallocate portions of the 3.7-4.2 GHz spectrum to be used for 5G that is overseen by the C-Band Alliance (CBA)—Eutelsat is a former member of the CBA, but announced its departure from the organization in September.</p><p>However, when it comes to where the funds raised from any selling of the spectrum are used, Eutelsat emphasized that the most critical areas are helping satellite operators that are impacted by any sales.</p><p>“Any approach adopted by the commission, including any potential alternative to the market-based approach, should provide all satellite industry stakeholders with appropriate compensation and sufficient incentives to facilitate a rapid, consensus-driven transition of this spectrum and minimize the risk of litigation and delay,” Eutelsat wrote.</p><p>Eutelsat recommends that proceeds first go to affected customers to assist with the cost of equipment modification or replacement, as well as incentives to complete the transition quickly and cooperatively.                                 <p><strong>TORONTO—</strong>As the FCC and other global organizations discuss the potential reallocation of C-band spectrum to assist with the deployment and performance of 5G technologies, the World Broadcasting Unions has released its official position on what any reallocation of the spectrum used for Fixed-Satellite Services would mean for TV and radio broadcasters around the world. In short, WBU believes it would be a significant issue.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="kat99up6PAj7PFQ7JLEJgD" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" mos="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>“The recent regulatory inquiries by the U.S. Federal Communications Commission on the potential reallocation of some of the existing C-band downlink allocation (5G services) is a concern for the members of the WBU,” the organization’s position paper reads. “Given the ubiquitous use of C-band spectrum around the world and its potential to provide new services, such U.S. regulatory activity will likely be pursued by other administrations. Any subsequent proposals to globally harmonize the use of these frequencies above 3600 MHz for IMT, argued for on the basis of national reallocations, do not reflect the realities of global satellite service usage.”</p><p>Among the primary concerns of the WBU in the event of spectrum reallocation is the potential compromise of existing distribution and collection systems both domestically and internationally. It believes this could be particularly impactful in countries with equatorial geography and high rainfall, which often don’t have viable FSS spectrum alternatives to provide the same level of performance. WBU also contends that some Direct-to-Home services using C-band in these regions could be affected.</p><p>The WBU also worries that in the event of reallocation for the downlink C-band spectrum, the “twinned” uplink C-band frequencies may also be tapped at some point for reallocation.</p><p>“In all likelihood, harm will be done to existing C-band users and the solutions will compromise service reliability and increase the costs to the broadcast community,” WBU states.</p><p>“While improvements in satellite technology have made the use of C-band spectrum by broadcasters more efficient and effective for both content collection and distribution, there has been real C-band traffic growth over the years, which makes this spectrum crucial to broadcasters today as it was 50 years ago.”</p>

                                <p><strong>WASHINGTON—</strong>The FCC shouldn’t act like it’s haggling over a new car when it comes to the C-band spectrum, according to NAB’s Vice President of Strategic Planning Patrick McFadden. McFadden wrote a post on NAB’s Policy Blog on how in terms of the amount of C-band spectrum made available for wireless companies, the FCC must look at the facts on what amount is safe for broadcasters to effectively use the spectrum, not negotiate the best possible deal.</p><figure class="van-image-figure pull-" data-bordeaux-image-check ><div class='image-full-width-wrapper'><div class='image-widthsetter' ><p class="vanilla-image-block" style="padding-top:56.25%;"><img id="kat99up6PAj7PFQ7JLEJgD" name="" alt="" src="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" mos="https://cdn.mos.cms.futurecdn.net/kat99up6PAj7PFQ7JLEJgD.jpg" align="" fullscreen="" width="" height="" attribution="" endorsement="" class="pull-"></p></div></div></figure><p>In his blog, McFadden notes that satellite operators say that it is possible to make up to 200 MHz available for wireless companies, leaving 300 MHz for radio and television operators to continue using the spectrum without issue.
