Media Bureau releases new DTV assignment, service table
The FCC Media Bureau has made available the Table of Station Assignment and Service Information, referred to in the Second DTV Periodic Review Report and Order. The Media Bureau issued the table for use by television station licensees to determine and evaluate the DTV service populations that the commission will use to process channel elections and create the new DTV Table of Allotments.
The Office of Management and Budget (OMB) has approved the forms that those holding TV licenses and permits must use to indicate their post-transition DTV channel preferences. The forms include: OMB Nos. 3060-1077, FCC Form 381; 3060-1076, FCC Form 382; 3060-1075, FCC Form 383; 3060-1074, FCC Form 384; 3060-1073, FCC Form 385; 3060-1072, FCC Form 386. The FCC Pre-Election Certification Form 381 is the first that must be submitted. It must be filed with the FCC no later than Nov. 5. Electronic filing of Form 381 will be available on Oct. 19.
After Nov. 5, the Media Bureau will prepare a revised Table of Station Assignment and Service Information based on certifications in Form 381. The bureau will then issue a public notice announcing when the revised table will be available.
In that notice, the Media Bureau also will establish a deadline for filing FCC Form 382, Digital Channel Election Form First Round Election, which will be used by stations involved in the first round of DTV channel elections.
The Media Bureau also announced that stations must implement the ATSC Program System and Information Protocol, PSIP, standard to the extent that ATSC A/65B requires by Feb. 1, 2005. For more information, visit www.fcc.gov/mb/video/tv.html.
