Bush nominates McDowell to the commission
President George W. Bush nominated telecommunications lawyer Robert McDowell Feb. 2 to become the fifth FCC commissioner.
McDowell, senior vice president and assistant general counsel with the Comptel law firm in Washington, D.C., must first be confirmed by the Senate.
If confirmed, McDowell will fill the vacancy left by the departure of Kathleen Abernathy and re-establish a Republican majority on the commission.
