FCC Lists Negotiated Channel Agreements for Second Round DTV Channel Election
Only 10 stations were listed in the FCC Public Notice Second Round DTV Channel Election Issues - Proposed Negotiated Channel Arrangements and Procedures for Filing Associated Pleadings. There are two Negotiated Channel Arrangements (NCAs) listed--one primarily concerned with San Francisco and Sacramento and another affecting Philadelphia and surrounding markets.

In the northern California NCA, KFTY in San Rosa, which had analog Ch. 50 and out-of-core DTV Ch. 54, elected Ch. 22, with Ch. 32 as the contingent channel. KRON-TV, with analog Ch. 4 and current DTV Ch. 57, would take Ch. 38 as its DTV channel, with Ch. 44 as the contingent channel. KTFK-TV, licensed to Stockton would take DTV Ch. 26. KTFK-TV has out-of-core NTSC Ch. 64 and DTV Ch. 62. KTVU Partnership in Oakland, with NTSC Ch. 2 and out-of-core DTV Ch. 56, would take Ch. 44 as its DTV channel with Ch. 38 as a contingent channel, exactly the opposite of what KRON-TV is requesting. KTNC-TV in Concord, Calif., has in-core NTSC Ch. 42 and out-of-core DTV Ch. 63. Under the NCA, it would take Ch. 14 for DTV. Finally, KVIE in Sacramento would take Ch. 9, with its analog Ch. 6 as its contingent channel.

The Philadelphia NCA is one previously filed in the first round, but rejected after WPVI complained. After conducting DTV tests on Ch. 6, WPVI asked the FCC to allow it to elect its analog Ch. 6 for its tentative elected DTV channel and withdrew its opposition to the NCA that would have WYBE return to its analog Ch. 35 and WCAU take its current DTV Ch. 34. All stations are in Philadelphia. Other stations affected by these channels are part of the NCA. These include WNJU Ch. 36 DTV in the NYC market and WVIT on Ch. 35 in New Britain, Conn, both owned by NBC-Telemundo, which also owns WCAU.
