The FCC and U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) announced their plans for implementing the Final Acts of the 2003 World Radiocommunication Conference (WRC-03). The NTIA coordinates U.S. government use of the spectrum and the FCC regulates all other uses.
Implementation efforts include revising FCC rules to permit unlicensed National Information Infrastructure devices in the 5 GHz band and numerous proceedings regarding the frequency bands between 28 MHz and 35 GHz. In the second quarter of 2004, the FCC will address allocation and designation of spectrum for high-density fixed-satellite and other services at 37.5 to 50.2 GHz. Regulatory and technical provisions for satellite networks using highly elliptical orbits will be addressed in the fourth quarter of 2004. Amateur radio service rules regarding auxiliary operation will also be covered in this time frame.
