Avatar to Help FCC Assess Whether Towers Spell Death to Birds

Remember the FCC and the EPA agreed last year to explore whether broadcast towers really pose a risk to migratory birds? Now, the commission has hired an environmental group to help work on that issue.
The commission has retained Avatar Environmental Services of West Chester, Pennsylvania, as a biological consultant to assist the agency in fulfilling its role under the National Environmental Policy Act and other federal environmental statutes. Avatar will review the studies referenced in comments to last year's Notice of Inquiry on the impact that communications towers may have on migratory birds.
Avatar will also help review license applications in cases where towers may have an impact on the environment. With Avatar's input, the commission hopes to more effectively to assess the impact of communications towers on migratory birds and more efficiently to process applications that implicate biological issues.
