Loudness legislation is communistic and ridiculous? You're kidding right?
Broadcasters know exactly what they're doing. And no, they really don't watch television for entertainment because it's just work for them.
And just because the loudness issue has been raging on without anyone doing anything about it does not make it right. They've invited this upon themselves, and believe me, broadcasters NEVER do anything unless forced to. And the notion that they've been secretly working on the issue is laughable. As an editor I can tell you there is no mystery when it comes to broadcast audio levels, and everyone knows it. They could always just plug in the broadcast Auto-Level box thingy and Presto! Problem solved. But no. They want the ad dollars, and they want to feed long and deep at that trough. Volume gives them an edge.
I for one, would like some sanity brought back to the broadcast industry. Commercial volume is a good place to start. Nobody should be forced to have the mute button at hand like a gunslinger ready to pull the trigger at the slightest provocation, or risk waking the kids, or being blasted out of your own living room. I say bring on the legislation, and make them work for their licenses.
