The second-generation version of the industry group developing ways to keep broadcasters on the air in the event of further terror attacks or natural disasters will hold its second meeting under its renewed charter Tuesday, Nov. 16. Working groups of the Media Security and Reliability Council working will present interim progress reports to council members.

MSRC II is a federal advisory committee that reports to FCC Chairman Michael Powell. Hearst-Argyle Television, Inc. President/CEO David Barrett chairs the group. At its initial meeting in June, Barrett said the challenge for the group is how to translate best practices written on paper to action.

Members want to develop example documents based on disaster recovery plans, vulnerability checklists and back-up carriage plans.

MSRC is pattered after a similar group that represents the wired and unwired telephone industries. Powell has credited this group for having plans in place that allowed phone companies to recover quickly after 9/11.
